In the Passwords app on a Mac, choose File › Export All Passwords. In Safari: File › Export › Passwords.

Or export a Credential Exchange file, which brings passkeys too.

Choose a CSV file, or a Credential Exchange file. It's read on your device: nothing is sent anywhere unencrypted.

Check the summary of what will come over, then confirm.

Delete the export file, and empty the trash it went to: it holds your passwords in the clear.
