Spending limits

Cap each payment and the daily total, in each currency.

Amounts are in the currency's smallest unit: "usd": 5000 means $50.00.
When a key has spending limits, a request that moves money must state its amount and currency. A full refund of unknown size is refused.
A payment the provider declines does not count toward the daily total. If the provider cannot be reached, the amount stays counted, because the payment may have gone through.
Retries with the same Idempotency-Key are counted once.
